MSV Legislative Committee Update

By James Pickral
PSV Lobbyist

The legislative committee of MSV met recently to consider 22 legislative and regulatory proposals submitted by membership.  I have detailed the results of those that are of interest to PSV below.

Step Therapy

There were two step therapy proposals.  Both received a "C" ranking.  This ranking indicates that staff feels there is more work to do on the issue and wants to gather more information before moving forward.  There was some dissent and an attempt to upgrade the ranking to "B".  This was unsuccessful though.  MSV will support step therapy legislation that another party will introduce in 2017.

PAs as Mental Health Providers

This issue also received a "C" ranking.  It was unclear in the proposal and in comments made by the PAs what exactly they wanted to accomplish. MSV will further study the issue and we have offered our assistance.

8% Increase in Medicaid Reimbursement for Physicians

This was given a "B" ranking.  MSV acknowledges that this is an issue that is important to the physician community as a whole but feels that it isn't viable at this time.  Staff stated that this is actually an issue they should advocate for yearly and MSV will work toward an increase in the future.

These recommendations will go before the full board during the annual meeting.  We will continue to follow them as they develop.  Please let us know if you have any questions.

Recap of MSV Fundraiser
On June 9, the Medical Society of Virginia’s Political Action Committee hosted a fundraiser in Richmond for Delegate John O’Bannon, MD and Senator Siobhan Dunnavant, MD. Representatives from PSV attended the event and spoke to both legislators about the issues important to our patients and profession. Delegate O’Bannon and Senator Dunnavant spoke to the attendees and thanked the physician community for their support. They discussed the General Assembly and reiterated the importance of advocacy. It was a great reminder that our voice matters and it is critical we stay engaged with our legislature. We were pleased that PSV was able to attend and honor our physician legislators in the Richmond region.
